VACANCY FOR A PARISH CLERK AND RESPONSIBLE FINANCIAL OFFICER
Job Title: Clerk and Responsible Financial Officer.
Vacancy from: November 2026
Hours: Currently 7 hours per week
Salary in accordance with NJC scale (NJC SCP 24-28 (£18.96 - £20.96 per hour) depending on experience.
South Hinksey Parish Council is seeking a highly motivated, proactive individual for the role of Parish Clerk and Responsible Financial Officer (RFO). This is an exciting opportunity and would suit a community-minded individual who has the relevant experience to undertake an interesting and varied post within an active Parish Council. The role requires someone with confidence and interpersonal skills to deal with a wide range of individuals from the local and wider communities. The ideal candidate will have good verbal and written communication skills, be computer literate and have the ability to work on their own initiative. Strong financial management and organisational skills are required, together with a positive outlook.

South Hinksey is a village, just over one mile south of the centre of Oxford. The parish includes the residential area of Hinksey Hill about 0.5 miles south of the village. There are approximately 393 residents in the village and the precept for 2025/6 is £24,121. There are currently 6 Parish Councillors, and they all take an active role in Council business. They all take pride in discharging their collective responsibilities in a thoughtful and considered manner.
Selection Criteria
Preference is likely to be given to those with previous Clerk experience and the CiLCA qualification - however consideration would be given to an otherwise suitable applicant who is deemed to have the potential to obtain the CiLCA qualification.
